The 40 LCBO outlets are opening up regardless, but they could cancel the remaining 100+ outlets and start issuing licenses to private shops. It’s a no-brainer for the PCs to make this argument. Legalization is happening no matter what Queen’s Park does, so they may as well make the classic Conservative argument that government monopolies are bad.
